drawing lines in text box

I have scanned a price list and want to manipulate it.
The only way I can find to do that is to insert a text
box and then type in the numbers I want. I want to add
horizontal lines, and sometimes they work fine. But
sometimes instead of showing me the line I've just drawn,
I get a fuzzy box around the whole page and circles for
the beginning and end of the line. Why does it work
sometimes and not other times? What am I missing?

We're missing which version of Word we're dealing with?

Is this scanned price list a single graphic? Or was it
scanned as text, and the text is in lots of little boxes?
