Drawing option "align" on text boxes?

How do I get the drawing features such as "align" and "distribute" to work on
text boxes? (I *used* to be able to do this on earlier versions of Word.)

Make sure none of the targeted text boxes are set for In Line with Text
(Text Wrapping Options).
