Drawing tool will not work

I have formatted a line and selected the Line Tool from Drawing Tools. I try
to connect a line from one shape to another but nothing happens. My cursor
doesn't look normal. Instead it has is the following:

If I pause the cursor, a pop-up message says "Glue to Connection Point."
I noticed a red plus sign in the left lower corner of my page.
I cannot figure out how to turn off whatever this is so I can again draw
lines.
Any ideas?
