Drawing Tools in Word 2003 Not working Like Word 2000

When I insert a picture into a word Doc using 2003 I am then unable to
superimpose text boxes, shapes, lines, callouts, etc onto the picture without
half the picture missing or a completely blanking box over the image saying
create here. Whereas in word 2000 once a picture was inserted into a word
doc you could clearly draw over it with lines call outs or symbols quite
easily and actually see on the picture where you wanted your line or call out
to be; any one have any suggestions other than going back to using word
2000?????help

Please do not multipost. For the "create here" issue, in Word 2003
click on Tools | Options | General tab | uncheck the "Automatically
create drawing canvas" box | OK.
