Drop-down menu button doesn't appear for data validation

One of my template users experienced this very same
problem and I have been trying to figure it out for some
time now. I even have those more knowledgeable look into
it but are just as mystified. Did you ever get
resolution. If so, I would really like to know to either
avoid this in my user community or be able to at least
correct it after the fact.

The problem occurred in Excel 97 (SR-2), but opening it in
later versions doesn't seem to correct the problem.

The DV drop-down arrows will not show if they are above the "freeze line" on a
worksheet that has Window>Freeze Panes enabled.
