Drop Downs, Check Boxes and Text Form Fields in an .opt file

I created a template in Outlook and saved it as an .opt file. When i reopen
it and try to add, dropp down boxes, check boxes or text form fields, I can
insert them but when I try to save them under the same file name or in 'save
as' under a new name, it doesn't save the change. Does Outlook not allow
changes to a .opt file? If it does, how do I do it?
