DST: Outlook received mail 1-hour behind

To All:

Please forgive me if this has already been asked/solved. I have a user
that since the DST 2007 update all received mail displays the received
time as being 1-hour behind normal time (EST). I have listed some
environment information below:

Client OS: Windows XP Professional SP2
Outlook Version: 2003 SP2 (with all current updates via Microsoft
Updates)
Mail Server: MDaemon 9.5

All of our other users receive mail from the same mail server. They
are not experienceing this problem. I have double-checked the time
zone in Windows (I changed from one and then back to EST), Outlook
(Tools > Options > Calendar Options > Time Zone), and on our mail
server. No dice.

Has anybody had/solved this issue?

How was the time on his computer updated? By the patch or manually? If he
changed it manually it will continue to show the wrong time. The patch
needs to be applied.

This PC was updated via Automatic Updates (patch - KB931836). I have
also ran the Outlook TZMove Utility, but as far as I can tell this
only affects the Calendar. I have also tried to re-install the patch
but will not continue since the patch has already been installed. Is
there a way to force patch reinstallation?

Not sure about reinstalling.

Has the user logged onto other work stations? How's the time there?

Not sure about reinstalling.

The user is not logging into a domain. She works on a standalone
workstation. I am able to login to her MDaemon account via their built-
in web client and the emails located in her inbox display the correct
time. But her inbox is a hour off. Also when I check the message
headers from her Outlook inbox the time is correct and displays the
proper time offset.

I also tried repairing Office. No luck.
