Duplex printing of Excel Spreadsheet

Is there a way to reverse my margin settings when duplex printing a landscape
spreadsheet so that the wider margin at the top of the first page, shows up
at the bottom of the second page, so that when I punch holes to put it in a
binder, I don't cut into data on the spreadsheet.

I don't know how you would do this in Excel, and to find that out, you may
need to ask in an Excel NG, but in Word, if you choose "Different odd and
even" for headers and footers, you can add extra space to the Odd Page
Header and Even Page Footer.
