Duplicate Alerts sent

Our Project Server 2003 install is sending duplicate daily alerts to users.
Has anyone else seen this behavior? We are running the application on two IIS
servers using NLB.

How are the frontends (IIS) servers configured? Are they both runing the
session state service?

I think that the Project Server Scheduled Process Service should only be
running on one server.

I believe the Session State service is running on both. Should this not be
the case? If so, how does one scale this to meet growing demand?
