If this is only for large emails then I suspect that the sending has failed
and Outlook might be then trying to resend.
Possibilities: Increase your server timeout. Check if your ISP has a
restriction on the size of emails you can send. Send smaller files -
compress attachments if they can be compressed, reduce number of
attachments.
How often are you doing a send/receive in Outlook?
