But are any rules DEFINED? I don't use OL2007 but the rules are
probably very similar to those that can be defined in OL2002. Alerts
are something that maybe an OL2007 could decipher for you. That they
don't make sense does NOT say there are no such definitions.
Please help as it's driving me nuts and I teach Outlook.

You "teach" Outlook but you cannot interpret the rules or alerts defined
in it? Stop teaching. Do some reading. Then go back to teaching.
Did you ever use the webmail interface to your e-mail account to see if
the problem is also exhibited up on the mail server?
Have you yet tried starting Outlook in its safe mode ("outlook.exe
/safe") to ensure some add-on isn't causing the problem?
Have you yet disabled any e-mail scanning performed in your anti-virus,
anti-spam, or any other software that interrogates your e-mail traffic?
