Duplicate templates in Project Server 2003

When users are creating Project-related Sharepoint Sites via Project Web
Access they are seeing duplicate site templates listed for custom templates
we have added to Project Server 2003 using the stsadm addtemplate command.

We have a distributed environment where Project Server 2003 resides on one
physical server and there is a seperate server where Sharepoint Portal Server
2003 and Windows Sharepoint Services is installed. Project Server 2003 uses
the WSS instance on this server. Sharepoint Portal Server 2003 is using one
IIS virtual site and another IIS virtual site is associated with Project
Server 2003 that is running on a different port. Here is the strange thing.

1) When I execute the stsadm -enumtemplates switch, I only see the templates
in question listed only once.
2) When I create a Sharepoint site via SharePoint Portal Server 2003 and am
prompted to choose a template for the site, I don't see the templates in
question listed twice.
3) When the end users created a WSS site via the Project Web Access
interface that is associated with a project and the template list comes up,
these same custom templates are shown twice.
