Dutch language version of Office 2000

Hello,

I am currently using Microsoft Office 2000 Professional Edition, (default)
English version. Another person using the same computer wants to use Office
2000 (or 2003) in Dutch, with all menu's, Excel formulas etc. in Dutch.

What is the cheapest (preferably legal) way to accomplish this?

Since the only version now on sale from authorised outlets is Office 2007
I'm unsure of the cheapest/optimum route.
