DWT Editable region not saving?

I create my dwt file with a fixed top banner and left navigation panel - all
fine. Then I just want one editable region but when I close the template
(using save As... .dwt) then reopen it the editable region has disappeared?!

I have got it to work but not consistently? Just don't know what I am doing
wrong.

When you create the DWT add a comment in the editable region so it will server as a place marker you can find when you open a page
created from the DWT
