It was only ever included with one version of Office 2000, and was available
in the Office XP resource kit. It is not in the Office 2003 resource kit -
probably for reasons of security, many filters having been removed or
changed in the light of Microsoft's security clamp down efforts. If you
still have the old filter, it worked in Office 2002 and should still work in
2003.
It will probably need a registry entry at
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shared Tools\Graphics Filters\Import
to activate it.
