Dynamic email lists

I have a list of contacts(around 3300) in a public folder on a SBS
2003. Is there email a group of those people limited by a certain
category. For example, one of the category's is Gold and they just
want to send email to that category only. I would like a way without
exporting the category out as a PST file and then emailing from that
PST.

Not sure if this is the correct group for this. They are using
Outlook 2003. The dynamic distribution list won't see the public
folder.
