Dynamically calculated cost overheads?

Hi,

I'd like to create a contingency cost milestones in Microsoft Project
that varies month by month depending on how much work is scheduled.
Could I create a milestone in September say, that was 10% of my labour
cost in September? And if I rescheduled work, could this contingency
cost be recalculated in project just by clicking the Calculate button
in the options?

How about generating a cost from different data, say, the amount of
work days. Say, for every day of work in a month, it would cost a set
amount.
