Dynamically Control Insert Ability on Repeating Table

Is it possible to set the ability to insert/delete rows on a repeating
table based on the value of a node in an InfoPath Form file
(form1.xml)?

What I have is two separate situations, one where I want the users to
be able to insert/delete entries in a repeating table, and one where I
just want them to be able to view the entries in the table, but not
insert/delete them. And I'd like to be able to use the same template
file, if possible.
