E-Forms on Web designed by the User

Hi,
I am looking for a design which facilitates a user to design his/her own
forms.

The forms are shown on the website and submitted by number of users.

Is using Web Services a good option ?????

web services for what? Web services will be required only if the forms
contain a functionality where there is a need to read or write data to a
remote server.

WebService to create new forms specified by users.

AND

Get the blank form displayed on the webpage so that data can be entered by
users.
Web page gets the list of forms to choose and the users fills one of the
forms and submits.

IS THERE ANY OTHER WAY OF DOING IT ?????
ANY OTHER DESIGN ????
