Based on my research, it seems that there is no such a specific newsgroup
for this topic about E-Learning. This newsgroup is mainly for how to coding
for automation Office products.
I think the presentations from E learning you mentions, commonly will be
simple solution related with some Microsoft products.
e.g. PowerPoint to show PPT slides, Windows MediaPlayer to Show Video Demo,
or sometime may be even involved with VPC for User do Lab.
or many Server side products(e.g. WSS for document library).
So it really to be large topic which may be related with many products.
e.g. This a third party website that develop E-Learning solution.
