E-mail alerts not working correctly

I have installed Project Server 2003 on a single server with SQL 2005,
Analysis Services, IIS and WSS. All the latest service packs have been
installed on the server and client side. E-mail notification is set up
with the smtp server on port 25.

My problem is this. When I publish a new schedule or change task
information in an existing schedule the immediate e-mail notification
does not work. Under the "Send e-mail immediately when..."
configuration teh resource has both the "I receive a new task
assignment in my projects" and the "My project tasks are modified"
boxes are checked. The resource is assigned from the Enterprise
Resource Pool and is a Windows authenticated user. No e-mail message
ever shows up. The new tasks show up in the PWA Task view.

The unusual thing is that the scheduled e-mail notifications DO show
up. Under the "Send me an e-mail in the specified frequency..."
configuration the resource has several options checked and does see
e-mails for tasks that are coming due and overdue.

I have checked all the security and permissions and everything looks
fine. Has anyone else have this problem? I do not know what else to
look for to solve this issue. Any advice would be much appreciated.
