E-mail custom form

My custom form always uses HTML even if Tools | Options | Mail Format |
Message Format is set to RTF or Plain text. Is the message format stored
with the custom form in any way? Please help!

Outlook version is 2000 and 2002. The Formswap.exe utility has been used to
replace the default email form with this custom form.
