E-Mail Message Marked as Private Not Displayed in Room Mailbox

We currently use Outlook 2007 and Exchange 2007 for our e-mail needs. When
one of our users send a message to a Room Mailbox marked a Private, it does
not show in the Inbox. The Inbox will state that there is one un-read
message, but it does not show the message in the Outlook 2007 client. When I
log into our webmail using the room mailbox logon, we are able to see the
message in the inbox.
