E-mail Newsletters - Pictures not Displaying

Hello,

I use Outlook 2003 on my PC (XP Home Service Pack 3). Many of the
Newsletters I receive do not diplay the pictures. Instead there is a
footprint where the picture should be with a red diagonal cross on the top
left hand corner.

I have explored every option I can think about in Outlook options but cannot
see anything to change which will make the pictures display in an e-mail.

What am I missing?
