E-mail Read Receipt Request Problem

We're using Win XP and Office 2007. I have a user who wants to set the Read
Receipt in the Tracking Options but this option is grayed out. We have a
limited number of people who use 2007 and everyone one of them has this
option grayed out. Does anyone have a clue why this option is grayed out.
