e-mail sounds

I have followed instructions on how to add outgoing sounds to e-mail. When I
go to Web Tools and click on the sounds icon, I get a message that this
object was created in HTMLInlineSoundCtl. and this application is not
avavilable to open this object and to make sure the application is properly
installed ant that it is not been deleted, moved or renamed. HELP

This was broken after installing Windows XP SP2. I haven't seen a fix for it
yet.
