E mail template in Outlook 2007

I have downloaded and created an e mail newsletter using an Outlook 2007
Microsoft template . I created it in HTML. I have sent several test messages
to various servers, it only comes thru as a text message with the jpgs at
bottom. How can I get to be received in its orginal state - HTML?
