Earned Value Analysis in Effort

In cases, where we don't associate costs to resources it would greatly help
if the earned value analysis in done in terms of effort.

Is there a possibility or option in Project 2000, which would show what
should be the budget effort at any point in time ? I mean what is the actual
effort that should have been expended at any point in time.

Assign a unit cost to each resource of 1.0 using whatever currency measure is
your default. This is for "Work" resources, not "Material." Now, the EV
calculations will effectively represent hours, not costs.
