eventhough all activities are included?

Your baseline never reaches 100% or your actual never reaches 100%?
What status date are you using?
I think you will need to supply more information in order to get a decent
answer here.

My baseline plot never reaches 100%.

I am using a status date which is the same as the latest
task in the schedule.
