I have a site and I use PayPal for ecommerce.
Is there a template or program I can use with FrontPage
that will allow me more control over the orders I receive.
The situation is this: I have free shipping for my
products within the USA. For outside the USA, I have the
customer pay for shipping. PayPal hasn't been that
helpful. What I would ideally like to happen would be that
if a customer places an order from overseas, I recieve an
email, I let them know the price of shipping and then they
pay with PayPal.
Any ideas?

Create a dropdown in the order form w/ all states you ship to as part of the address, and one option for overseas or other
If the user selects Overseas use a script to disable the order and redirect the user to some other page
