Word is not a graphics editor so a TIF file will simply be a picture.
OCR software converts scanned documents to text, but how successful it will
be is determined by the nature of the document and the efficiency of the OCR
software. Office comes with a rudimentary OCR software package called
Microsoft Document Imaging (it is not installed by default) which makes a
fair stab at converting documents. The better OCR products such as
Finereader make producing complex documents a little easier, but they are
not infallible and often require a lot of work to produce an editable
document.
