Edit header or footer in protected mode

I design a template and I need to protect first page agains editing, but be
able to edit formfields. I decided to use protect Fill in Forms.I divided doc
in two sections and I block first section, allowed all rights to the section
2, but I still can not edit headers in section 2.

I placed two picture(need to be protected) in header area, but I need to
allow to edit text over the pictures.Any idea?

I was thinking about unprotected doc, edit header or footer and then
protected doc again. with restriction that user can move/edit just in header
area.
2Q: How can I restrict mouse or keyboard cursor to the header or footer area.

3Q: Can I protect certain FormFields from changing position or/and editing?

As soon as one section is protected, all headers/footers are locked. It
makes sense because if the locked section is in the middle of the document,
but changes are made in other headers/footer that would impact the content
of the locked one, there would be a problem. So, Word locks all of them.

Since you seem to need to only modify text content in the header of an
unlocked section, you could use a userform to get the text from the user,
then use the code to unlock the document, insert the text in at the bookmark
in the header and lock the document again when you are done.
This way the user would not access the header directly, but could change the
text content.
