Edit New Message Form

I need to edit the Options field in the New Message template and push it to
all users. I tried to open the New Message form on the client in an attepted
to edit the Sensetivity Levels in the Options button but it was locked for
editing. Any idea how to achieve my goal and I'm open for suggestions...

But why do you want to do that? Forget about the technical issues. (A custom message form is usually not a good solution.) What is your actual business goal?
