Is there a way to get at the files in _layouts/1033 inside of FrontPage to
edit them?

Yes. Refer to MSKB article 293332:

How to Modify the SharePoint Team Services Style Sheet
Template
http://support.microsoft.com/default.aspx?scid=kb;en-
us;293332

Basically, you choose Site Settings from the Tools menu,
then click the Advanced tab, then click Show Hidden Files
And Folders. After you click OK, the _layouts folder
should be visible, and you can modify the ows.css file (or
whatever) as you would any other CSS file.

Hi Jim, thanks for the reply, I am using FP2K3 (sorry I should have
specified) and WSS. I have checked the Show Hiddent Files and Folders and
refreshed but the _layouts folder does not appear.

Can you assist further?

Thanks!
Derek

Hi Derek,

Sorry the news isn't better, but I'll try to explain why...

With WSS sites you cannot modify the _Layouts pages for individual sites.
You can open them on the server itself and modify them, but with WSS every
site on the server shares the same _layouts pages, so if you were to modify
them for your site, it is highly likely you would mess them up for a
different site on your server.

If you apply a theme as a default theme to your site, this theme content
will then be applied to the _layouts pages for only your site. If you got
really creative with your CSS you could affect the layout of these pages as
well as the colors, but that would require some advanced CSS editing...

Yeah, but it's ugly. Check out MSKB article 817133:
