editing a site built w/fp 2002 if you don't have fp

I am building a web site for a friend. I have FP 2002. Once I complete the
web site and publish it to the hosting account (set up with fp extensions),
can my friend then make changes to her web site if she needs to. She does
NOT have frontpage at all. Is there a way via her cpanel with her hosting
site that she can then work with her site later?

She'd need a copy of FP.
Welll technically not true since you can edit html with Notepad, but she'd
have to know what she was up to.
