Editing and saving in language other than English

Hi,

I have started constructing an Access database in Traditional Chinese, but
facing with the problem of saving my work.

When I came to save a Form created from the wizard, I would receive an error
message prompting "MS Access cannot save the form or report, because it
display characters from a language that cannot be saved in you current system
locale."

I have tried changing the Vista environment to Traditional Chinese, as well
as ensuring that the editing language has been enabled in MS Tools.

Could someone be so kind to give me guidance on this please?
