Editing animate.js for FP 2002

I am trying to change the speed at which fly-in DHTML Effects occur in Frontpage 2002. When you go to edit the animate.js script it says at the top that there should be a KB article about editing the script. I can't find it anywhere. Does anyone know where this KB article is, or how to edit the speed of these effects. Thanks
