Editing numbered lists, continue previous and restart numbering are greyed-out

I create styles often and make about four levels. I
usually type four or five items as Level 1. Then I will
type below the first item in the Level 1 for a Level 2
entry. Then I will type another Level 2 entry below a
second Level 1 entry. The second Level 2 entry is
numbered consecutivly as 2. What I want to do is make
this number "2" the beginning of a new Level 2 list. I
choose to format the Level 2 entry numbered with a "2" and
I want to choose "Restart Numbering" and change it to
a "1". The problem is that both "Restart Numbering"
and "Continue previous number" are greyed-out. What is up
with this?

What you have described is an outline-numbered list. In order to have it
restart numbering automatically, you need to set it up as described at
