Editing PST files

Hi,

I would like to create an application that will be able to create and
modify a .pst file that will be loaded by Outlook. I understand that
editing a pst file can be done via the Outlook Object Model, or
Extended MAPI. I would like to use OOM, but is it possbile to do this
without starting or having a running instance of Outlook? I would like
to edit the file BEFORE Outlook starts and AFTER it is closed
