editing send / recieve accounts does not prevent send from acct

In outlook 2007, edit send / recieve accounts, I can edit one of four email
accounts, my Charter acct, not to send (to recieve only), but this doesn't
actually work. Outlook still tries to send from this account anyway and then
gives the error message when it can't send. This is annoying since,
regardless of email program or computer, email cannot be sent via Charter
except from their website.

If charter is a pop, or imap account, it means your account settings are
incorrect
What is the full err msg?
