Editing Shared Borders - Doesn't work FrontPage 2002

I wanted to eliminate my left shared border and put the
link bars at the top and bottom.

I put cursor on page. I clicked on format>borders There I
indicated I wanted to edit all web pages. I indicated I
wanted link bars at top and bottom.

Now the left border is gone. The link bars are not at the
top and the links at the bottom have disappeared. What am
I doing wrong.

My beautiful web is a mess.

When you select Format Shared border (top) also select the navigation Option
