Editing toolbars in Visio 2003 Professional

I have added buttons to toolbars using the customize feature. When Visio is
closed and restarted the toolbars revert back to default. Using 2002 pro I
never had this problem. Is there a setting in 2003 that is not allowing the
edited toolbars to be saved?
