Editing Web background color

I am creating my site so hopefully it stays in tack @ 800 x 600. Because of
that my site does not take up the whole monitor while previewing it in
Firefox, IE 7 and Netscape. How do I edit the color of the background behind
my webpage?

Also, I noticed my website in the browsers is positioned to the far left.
How do I relocate this to the middle of the monitor?
