Hmm you don't edit Internet Explorer. You edit the page Internet Explorer is at by Internet Explorer | Edit with Microsoft FrontPage.

The error you are getting is an issue with the page being in Temporary Internet Files. You want to make sure that your Temporary Internet Files is in the correct location. Verify this by right-click IE icon on desktop | Properties | General | Temporary Internet Files | Settings... | Temporary Internet Files Folder | Current location. It should point to C:\Documents and Settings\%profile%\Local settings\Tempoary Internet Files. Under that folder you will see Content.IE5. Right-click that folder in Windows Explorer | Properties | Security. Make sure your account and only your account (Besides the Group you are in and System) has Full control there.

Finally empty your Tempoary Internet Files - right-click IE icon on desktop | Properties | General | Delete Files | OK. Don't empty Off-line content or you will lose favicons.

Try it again.
