To whom it may concern.
Two Questions:

1.) I have hotspots on an image, and I am unable to
select it to add DHTML Effects to it. How can I select
that item?

2.) How can I slow down the speed of the DHTML
Effect "Elastic"?

You can not set a DHTML effect on a hotspot in FP. To change the speed, etc.
you will need to modify the animate.js file, save under a new name, and
change the links to this new name in all pages using it.
