Eliminate solid line

A solid line that extends from the left margin to the right margin is being inserted between paragraphs.

When I put the cursor on the row above this solid line and press the down-arrow key, the cursor "skips over" this solid line. As a result, I can't select or delete this solid line.

How do I stop this solid line from being inserted?
