eliminating white margins in a watermark

I have Word 97 but have access to XP if necessary. I am
creating a certificate and want to use a national flag as
a watermark. I cannot totally eliminate white margins
when printing, even though in print preview it looks like
they are gone.

Can anyone help?

Every printer has an irreducible nonprintable area. There's no way around
that.
