email appears in new email alert, but never arrives in mailbox

I've got a user running Outlook 2003 SP1 with Exchange 2000 and a few (random
types) of e-mail appear in her Desktop New Mail Alert popup, but when she
checks to see these e-mails, they are no where to be found. I've tried
advanced search in her Inbox and in ther Mailbox. They are just not there.
When I open the senders mailbox and look in sent items, they appear. One
sender was sending basic e-mail with picture attachment. Another sender was
sending a meeting request. Note, the user with the problems has no rules set
up at all.
