email attachment NOT go to cc's

How can I send attachment to the primary addressee in Outlook WITHOUT sending
the attachment to the cc's? I need the cc's to have a copy of the actual
email (for the record) however they do not need to attachment(s).

You can't - you will need to send a separate email....
