I recently bought a new computer, and I cannot open any email attachments
when I do click onto my attachments and it starts to load but a pop up come
up and then states " This file does not have a program associated with it
for performing this action. Create an association in the Set Associations
control panel." I do not understand please help!

A better practice is to save the attachment to your hard disk and then use
the File>Open command in the relevant application to open it.

To set file associations, click on the Administrative Tools item in the
Windows Control Panel (accessed from the Windows Start menu) and then click
on Default Programs and then on Set Associations. In the dialog that
appears, select the file extension that you want to associate with an
application and then click on the Change Program button and Browse to the
application that you want to associate with that type of file.

As Doug says, it's better to Save first, then open directly. Then
an alternate way to set associations (in Windows, anyway) is to
right click on the file, select Open With, choose the program and
check "Always...".
